EVRAP

The Electric Vehicle Replacement Assistance Program (EVRAP) provides financial assistance to replace older, higher-polluting vehicles with new or used electric vehicles (EVs).

You must earn less than 500% of the current federal poverty guideline to qualify for assistance.

EVRAP does not pay for vehicle repairs.

Applying for EVRAP

You may be eligible for EVRAP if:

  • You live in Utah and are at least 18 years old
  • Your household income is at or below 500% of the current Federal Poverty Guidelines
  • You're willing to purchase a qualifying EV through a participating dealership

Your current vehicle must:

  • Be gas or diesel-powered:
  • Be eight (8) model years or older, or have failed an emissions test within 30 days of applying.
  • Have been registered in Utah within the past 12 months (the vehicle must have been registered in Utah for at least one year, and the registration cannot be expired for more than one year).
  • Be driven safely to the participating dealership under its own power.
  • Not have a loan or lien on it (owner must hold clear title).
  • Not be an EV, motorcycle, RV, camper, or boat.
  • Not be owned or operated by a business or commercial entity.

The replacement EV must:

  • Be all-electric
  • Be new or used, and model year eight years or newer
  • Cost no more than $48,125 before tax, title, and licensing
  • Be purchased through a participating EVRAP dealership

To apply for EVRAP, you will need:

  1. Vehicle owner's valid photo ID or other acceptable proof of Utah residency, such as:
    • State-issued driver license or ID card
    • Mortage statement
    • Rent/lease agreement
    • Bank/credit card statement
    • Pay stub
    • School enrollment
    • Letter from a government agency
  2. Proof of household income for the vehicle owner, such as the most recent:
    • 1040 tax form
    • W-2
    • 2 months of paystubs
    • SSDI statement
    • Retirement account statement
    • Unemployment statement or general assistance letter from DWS
  3. Vehicle title with no liens
  4. Vehicle registration showing the vehicle registered in Utah within the past 12 months
  5. If vehicle is less than 8 model years old: Proof of a failed emissions test dated within 30 days

Depending on your household income, you could receive:

We will determine household income by using the Adjusted Gross Income (AGI) on the most recent federal income tax form using these thresholds:

  1. Fully complete the application form below. (If you need assistance completing the application or cannot complete an application online, call 385-468-3837 to schedule an appointment at our office. We cannot assist with EVRAP applications on a walk-in basis; appointments are required.)

  2. We will review your application and, if you are eligible for the program, contact you to schedule a time to bring in your vehicle and the required documentation.

  3. Attend your in-person vehicle and documentation appointment, where we will confirm the validity and eligibility of your vehicle and documentation.

  4. If everything qualifies, we will issue you a voucher. The voucher is good for 60 days from the date we issue it.

  5. Take your old vehicle and your voucher to a participating dealership.

  6. Select your EV, complete the dealer's paperwork, and trade in your old car.

  7. The dealer handles the recycling process and submits all required documents.

  8. Your voucher is applied to the purchase price, and SLCoHD reimburses the dealer.

These RFAs are to recruit:

  • dealerships to participate in EVRAP.
  • automobile and other qualified metal recyclers to participate in the recycling component of EVRAP.

Dealerships must be a licensed motor vehicle dealer and meet all minimum requirements listed in this RFA to be eligible to contract with the County through this RFA.

The automobile recycling component of EVRAP renders vehicles replaced through the program inoperable and recycles those vehicles according to industry standards. Recyclers must hold a current business license and meet all requirements listed in this RFA to be eligible to contract with the County through this RFA.
