Salt Lake County is committed to protecting the personal data of every person we serve — residents, employees, contractors, and community members. Operating under the Utah Government Data Privacy Act (GDPA), Utah Code § 63A-19, and Countywide Policy CW-2022, the County collects only the personal data necessary to deliver essential services and handles it with transparency, care, and accountability.

Our Privacy Program

Individuals

  • Understand your privacy rights under Utah law, request access or correction of your data, learn about at-risk employee protections, and report a concern if something goes wrong.

Employees & Coordinators

  • Complete state-required annual privacy training and access guidance on handling data daily. Data Coordinators access compliance tools: collection point inventory, notice templates, PIA portal, sharing log, individual rights forms, and annual reporting resources.

Contractors & Vendors

  • Review your GDPA obligations, contract language requirements, compliance standards by data type, breach reporting requirements, and data destruction certification.

Privacy Notices

Report a Concern

  • File a concern with our office or escalate directly to the Utah Data Privacy Ombudsperson (§ 63A-19-501), who is independent of the County.

We collect only what we need

  • The County gathers the minimum personal data necessary to deliver services. If we ask for it, there is a specific, lawful reason.

We tell you what we collect and why

  • You will receive a privacy notice whenever we collect personal data from you, explaining what it is, why we need it, and how it will be used.

We do not sell your data

  • It is prohibited under Utah Code § 63A-19-401(3)(b)-(c) and County Policy CW-2022 § 9.1.2, unless expressly required by law.

We protect what you share with us

  • Administrative, technical, and physical safeguards protect personal data from unauthorized access or disclosure.

You have rights, and we honor them

  • You can ask about your data, request corrections, and file a complaint if something goes wrong. This site tells you how.

We are accountable

  • Our privacy program is reported annually to the Utah Office of Data Privacy. Compliance is not optional — it is the law.

Data Governance

We consider County data as a strategic asset and coordinate Data Governance efforts. We are working to ensure that appropriate mechanisms are in place to establish a culture of operational excellence that recognizes and supports institutional data as an asset of the County.

The Technology Advisory Board (TAB) ensures all information technology initiatives are aligned with Salt Lake County’s goals and strategy, and are implemented in the best interest of serving County residents.

Artificial Intelligence

Salt Lake County uses AI to enhance services while protecting privacy. Employees will not enter sensitive or personally identifiable information into unsecured tools, minimize data use, and review AI outputs for compliance. AI assists County work while maintaining strong privacy standards.
