West General Plan

Growth is happening. How we plan for it matters.


Currently, just over 1.2 million people call the Salt Lake Valley home. By 2065, Salt Lake County will add 600,000 more residents, more than half of whom will settle in what are now undeveloped areas west of Bangerter Highway.


Salt Lake County's Office of Regional Development is leading an effort to develop a broad vision and plan for the Valley's west bench for the next 20 to 50 years. Outcomes from this process will include a County General Plan, as required by state law, for unincorporated areas of Salt Lake County. Unincorporated areas are those areas of the county not located within a city or metro township.

The West General Plan, which is currently under development, will serve as a foundation for future changes in land uses and jurisdictions. It will help officials and residents prepare for growth and conservation in western unincorporated Salt Lake County over the next 50 years.

The report generated from survey results highlights findings from 2,066 responses provided by respondents, and nearly 4,000 individual comments made. County planners reviewed every single survey result, comment, and suggestion to help refine the West General Plan.

Phase One began with existing conditions research which includes inventorying existing land use patterns and infrastructure conditions in areas west of Bangerter Highway to establish baseline for planning efforts. Salt Lake County will conduct an analysis of the data to identify needs, opportunities and challenges to accommodate future growth. Results can be found at www.OquirrhView.org

Phase Two focuses on Public Involvement which includes two online surveys to engage local officials and community members to identify major issues and identify preferences for land-use development patterns and transportation. Phase two also includes preparing and sharing scenarios outlining possible futures for the west and seek feedback from public and stakeholders.

Phase Three planning process includes the creation of the West General Plan for unincorporated areas of Salt Lake County. The review and approval of General Plan will be conducted by the County Planning Commission and County Council. The Plan offers a high-level, advisory document with recommendations to help guide growth.
